set size that can be cut to length and i prefer them to

snap lock hook type fasteners to slip on the strap so they

One of my local walking shops (Open Air, in Cambridge) sells
the quick-release buckles. They also sell nylon webbing in
various sizes, so you could make the straps yourself.
Other possible sources :
I've bought suitcase straps that look like a bigger version
of this, so you might try a travel goods shop.
Velcro do a range of adjustable straps, though I don't think
they have the quick release feature. Very good for holding
bedrolls together, though.
If you can find a kite festival, there are usually suppliers
of all sorts of webbing, toggles, D-rings etc. there.
Baby equipment uses a lot of those quick-release catches -
you might try Mothercare !
