Most portable defibrillators would not actually administer the shock unless it sensed that the
victim was, in fact, in fibrillation. Secondly, the defibrillator will only actually give a shock if
the paddles are close enough and with enough conductive material between them, i.e. relatively near
each other with solid chest for the shock to travel across. I would be surprised if they would work
given the distance between the groins of at least more than a couple inches.

A 9V battery has quite enough power to deliver a current that will stop your heart. It's not the
voltage that counts, it's the current. If you have 9V and a very low resistance/impedance, then you
can have a large current and kill yourself.
