A second bike

The correct answer is both and then possibly another.

If you're mostly riding trails maybe go for a newer mountain bike and slick up the old one for the road (especially if the roads are
in poor condition).

Base which one you get on where you do the majority of your riding. Keep in mind that there are plenty of styles of bike that are in between. (ie cyclocross & hybrid)

A better mountain bike can make your off-road riding more fun; a better
road bike might make your road riding better. It depends on your
priorities.

I took my old hardtail and put some 3.5" rise bars, foam grips, and better
tires for road riding. It makes a great cruiser, but I wouldn't want to
take long rides on it.
