20" fork

forks with disc mounts (Onza, Brisa), but these are usually longer
than a BMX fork.

406-mm size, but are far from inexpensive:

This supplier suggest cutting down a taller disc fork for small wheel

That bike has a front linear pull cantilever (aka V-brake) but the fork
does have a disc brake mount.

I personally would be hesitant to use a front wheel disc brake in
combination with a QR hub (insert "jim beam" counter-argument here).

I've seen that suggested; however, I've never "cut down" a fork and
wouldn't know how to proceed. It would seem to be easier to weld the
caliper mount to an existing fork. I'll spend some time on a lathe
cutting a mandrel and welding fixture; however, the concept is simple.

manufacturers for 20" disc brake forks, just because you're too

I think you'd get more help if you gave more info, such as the
application. Trials? BMX? Recumbent? Kids Mountain Bike?
Different tools for different applications and all that...
You've been given links to some 20" forks w/ disc mounts already, but
there are enough makes out there that odds of us hitting your app. on
the head without more info are slim. I could find you a high-dollar
trials fork w/ disc mounts, or an entire kids mtn bike with disc
mounts for less than the forks I just mentioned.
