Is there a bar tape out there that doesn't move much? That is also comfortable.

Sounds to me like your tape isn't on tight enough. I use Deda bar tape and it's stays on, doesn't move. What brand are you using?
I use what came with the bike: Felt Cork ribbon tape w/gel. But now that i'm riding more I think I need to replace it.
So tighter huh? I do have inline brakes on the flats of the bars. I chose them since I ride with my son in a lot of charity rides & spend most time on the flats & ride behind him. He stops on a dime for no reason all the time.
Cinelli cork. Wind it on tight.
one thing you gotta look at is the way you get it round the bar. if it is the wrong way, you can be sure that any brand of tape will move. the trick is to put it so that you install the tape in a way that it rotates towards you when standing on the bike (on the horizontal part of the handlebar)(you see wath I mean) that way you won't pull agaisnt it when climbing!
