No doubt I should know this, but could someone please advise me
whether it's actually an offence now to use a hand-held mobile phone
in the UK while riding a bike? (not that I want to, it's just that I
saw it done today and it occurred to me that I didn't know the current
legal position).

Not an offence, but cycling without due care and attention is. IIRC
this was covered in a recent issue of "Cycle".

The guy I saw phoning while riding didn't look much like B Johnson but
he did look like someone about to give drivers another "reason" to
regard all cyclists as morons.
