Size is 55 inches center to center and stand over height is 31 inches. This would fit someone with a height of 5'8" to 6'3". Amazing hard-core road bike that is very light in weight. THIS IS A GREAT DEAL ON A CANNONDALE!
NO you can get a new Giant or Trek (2004 being 6 years newer for the frame) for about $550. If you had more info about the frame it could make a difference...but any NEW bike with Sora will run you around $550 USD.

It's also worth noting that the reason biopace cranks are rare is that they are far beyond useless.
