has anyone tried the clothing called "heat gear"? it's supposed to be for
extreme heat conditions but it seems like a very thin wetsuit and i dont
find it to be cooling at all. what's the concept?

I think you're talking about Heatgear from under armour:

I have some of their other products. They work for me and are pretty
cool looking too.
Most of their stuff is tight so that it can more effectively wick the
sweat off your skin. It is not really comfortable to wear as clothing
for non-work-out activities.
However, when you are working out and sweating like a pig, thats when
this stuff really helps. I find it more comfortable than anything else
under those conditions.

that's why i was wondering why it's supposed to be good for high heat
conditions-because it's the sweat on your skin that cools you down...when i
tried the stuff all of the moisture went to the outside and i stayed very
hot underneath.
