It is immaterial, the fault you photographed is completely covered by
the enormous weld. That whole section of the steer tube could be
punched out and not make a difference. I would worry if there was a
crack in the weld however. With a great light colored glossy paint

it's hard to say for sure without seeing it in person, but there's some
points worth noting.

1. the crack has definitely come into existance after painting, based on
surface loss.
2. it does not appear to follow the exterior line of the weld, based on
location compared to the weld bead visible on the outside.
3. fatigue cracks are generaly hairline, not the kind of "burst through"
cracking you seem to have here.

i'm not certain what cannondale's fabrication route it, but i think they
use a multi-pass weld. the location of the crack seems to indicate a
first pass weld causing a problem rather than any of the later ones. on
that basis, any cracking is not going to be a serious problem for static
strength, but it can be a initiator for fatigue. on that basis, i'd
take it back and ask for a replacement.

also worth considering is that the head tube has been shaved to save
weight all the way around, including the areas where it's welded.
that's just plain amazing. by way of contrast, and if you get a chance,
check out an aluminum bianchi ev3 head tube. that's shaved, but only in
the areas not affected by the weld - the way it should be.

Take a wire brush and get the rust off and then take your
pictures.
