Sounds identical to my Bianchi Sport (including the Piaggio decal), an
80s-ish road bike which will work just fine. Coincidentally, mine was
also a $10 find, though I think mine sported Nisi rims.
In terms of value, well, you bought it for about $10. In the right
hands, it might be worth $50 on a good day, or perhaps $100 in really
good shape. Best to ride it.
If you want to make one upgrade, I think the brake system is a good
place to start. Cheap but cheerful generic dual-pivot brakes go for
about $40/pair, and an upgrade to later Shimano levers will also help
things (there's something about the relocated pivot points that makes
the SLR-era levers work better, as far as I can tell).
