They are carbon fiber, but the manufacturer seems to be a
bit of a mystery:

The specifcations at the bottom of this page just say
"Wheels: Carbon fiber, 20-spoke rear, 18-spoke front "
without giving a brand.

A little above the "Wheels:" section is a link to a picture
showing the carbon fiber rim with a tubular:

The word "Lightweight" is capitalized as if it's a brand
name, but that may just be haphazard.

Probably someone who knows more about racing details can
explain who makes the rims.

I'll take a stab at the rims being Ambrosio X-Carbos and the hubs being
Tune - regardless of who is official sponsor for these items.

Indeed, Lightweight is the name of the company that makes Ullrich's carbon wheels.
