It may be that you're overlooking factors - other than handlebar height
- that are contributing to your discomfort. (ie. stem length).

But if just a matter of the stem, then off to ebay with you. Peruse the
results after searching for "adjustable stem"

also, somebody makes a gizmo, an extension that clamps unto steerer
tube, the to raze the HB/stem height.

There's the expensive solution, a Look Ergostem. These come in both
threaded (quill) and threadless versions. Price is around $200(US).
They're really adjustable over a broad range, but are kind of heavy.
Most recommendations are to use them to find your optimum position,
then replace with an appropriately sized regular stem.

A cheaper option is a Zoom adjustable. These too are available in both
threaded and threadless versions. They're not as adjustable as a Look,
but then they're less than $40. Only the angle is adjustable. On the
threaded version you can adjust height and reach, but the threadless
version only allows the arm to be adjusted in an arc. Since you're
looking for a quill version this isn't so much a problem.

You probably don't ride enough. Once you actually ride your bike, your back
problems will go away.

Get a threadless adjustable stem and a threadless->quill adapter
from nashbar.

Kalloy makes (or made) an adjustable stem. One out of three LBSs had
it in stock when I went looking.
