What is the fastest way (other than the obvious trading up) to take some
weight off a Giant Boulder SE for around $300 canadian?

Depends on how you ride it, but a good way of losing weight is to get some
better wheels/lighter tyres/tubes.If you chuck it off kerbs/ride over
logs, then putting lightweight wheels on may not be a good idea.

Alternatively, if you ride mostly road, get a set of slick and you will
notice a big improvement. I'm using Avocet 26x1.25 and with a new set of
grade 25 ball bearings, my heavy 30+lb "costco special" really rolls....
