Popped into Decathlon. They are again selling the bike bags, reduced from 48 pounds to 30. Topeak Alien multitools for 20 pounds.
They also had what look like a range of cheap 'city bikes' which might suit some people. One bike for 150 quid with a step-through frame, a funny bag which goes over the handlebars, size of a big briefcase. Mudguards and lights.

Last time I checked (The site, haven't been to a store) the range of bikes wasn't as good, not sure if this reflects on the ranges across the board. Will be trying to make it to one soon.

There is a big one in Docklands, prices seem fairly cheap for their own brand stuff and tyres but not components. I notice their bottom end road bike is £259 here but e299 in France so they are not as cheap, but occasionally worth filling up a basket (e.g Michelin tyres at 6.99)
Didn't know about the Romdford one and have been flogging all the way down to Surrey Quays when I need new shorts. Bah!
I went to the one in Chuff (thats Sheffield) today, got some 'Kabl' branded brake cables for 79p each, gear cables for 39p each and Fibrax cartridge blocks for £2.29
