Many cycle facilities unfortunately are designed so badly that they
create more danger - the Blackfriars Bridge lane for instance - see

Not familiar with that cycle path, but there is an excellent one ascending
Otterbourne Hill between Winchester and Chandlers Ford.

The highway itself has been traffic-enraged with the installation of
unnecessary islands, and being narrowed, with chicanes (downhill side), to
facilitate the construction of the cycle path
The path is MUCH safer, MUCH smoother, MUCH wider than the space available
to them on the roadway if a car is overtaking them there, and NO longer than
going up the roadway
And STILL the lycra-clad louts pedal up the hill, on the roadway, wobbling
all over the place, obstructing other road users.
There is insufficient distance for a heavy vehicle labouring up the hill to
overtake a cyclist on the roadway, between islands. But the cyclist
shouldn't be there anyway ....
It is "cycling without due consideration for other road users" - and ought
to be an offence.
