  3. Not a guide, but the book I got the best idea about what
cycling was really like was Paul Kimmage's" A Rough Ride"

Sprinter by Malcolm Elliott was also fabulous but would be
    hard to find.

Buy that book by Bob Roll "The Tour De France Companion".
It's less than $9 (US) at Amazon.com and it's purpose is to
explain how the race works to people who are just starting
    to follow the Tour.

(Of course, I'm assuming that's what you want. If you
already have an idea of how the Tour works and actually want
the RULES then the other links suggested will be better.)

Here is the rules. About 190 racers start the rest, try to
win stages, moutains jersey, points jersey or yellow jersey,
but at the end, Lace wins always it.! :-)

Seriously, there is not much complicated rules. Basically ,
the time to do each stages is added and the one with the
    lowest time, won the Tour.
