How would a small dent on the top tube of a frame affect the
integrity or performance of a bike? I am considering
purchasing an older used aluminum frame bike with a small
dent as a backup ride but am a bit concerned about how well
it will hold up given the slight damage.

don't significantly diminish the strength of the tube.Sharp edged dents are generally regarded as suspect and not
recommended.
