here's the crux of the issue. if it's a lateral load, you
can easily make any spoke go completely slack, regardless of
tension, so there has to ba a practical limit to how high
you want tension to be in order to defeat the indefeatable.

are you using a tensiometer while building? if the rim
manufacturer specifies a maximum tension and you exceed it,
you /are/ going to have reliability problems. it's because
you're operating the component closer to it's yield point,
and the closer to yield, the shorter the fatigue life.

the chances are, the anodizing is irrelevant. there is no
definitive causal relationship between anodizing and
cracking if the cracks do not emanate from anodizing defects
- which is almost always the case in the failures i've
examined. yes, anodizing /can/ cause cracking, but it's
unlikely to show itself in the presence of other much more
significant failure sources.
truth is, anodizing protects against pitting. pitting is a
major failure initiator. pitting is often caused by chloride
salts. sweat is loaded with these salts, as are slushy roads
in snowy states.
i believe the problems you've had are avoidable. use a
tensiometer. the $50 park tool is perfectly adequate, and
for that money, it's a cheap insurance against expensive
repeated rim failures.
