I believe that the decisive stages in the tour will be in its second half, so it may be a bad idea to be in peak shape now, or even at the start of the tour.
That is clearly not Iban Mayo; he's not even riding an orange bicycle, much less an Orbea. That also appears to be a Fassa Bortolo top with Euskaltel bottoms rather than anything resembling a leader's jersey. Compare:

Actually, it's in Belgium somewhere between Sint Truiden and Dinant. I must apologize for the saddle bag and frame pump; it wasn't an official race, and no dedicated follow car. Sorry.
