Aluminum Oxide + other stuff. Aluminum oxide harbors mold. Wash it with TSP and household bleach diluted in water. Rinse it off and wipe it off many times, and leave no residue of the TSP or bleach. Clean it with 3M Scotchbrite pad. Finish with touch up paint or just use an automotive product designed for aluminum wheels like Mother's Aluminum & Mag wheel polish.
The white stuff is aluminium oxide, I'm not sure but I recall reading advice to the effect of not using harsh chemicals like bleach on aluminium. I think it might involve leaching critical alloy components out of the crystalline structure weakening the aluminium alloy and allowing corrosion to occur on an atomic scale. Wire brush or a buffing wheel will take it off.
