I'm not quite sure what he's done, or what can be done to even bodge a fix. Anybody have any ideas?

Looks like it's either been:
A) Ridden with loose QR.
B) Had the wheel repeatedly *jammed* into the dropout.
or C) It came that way.
I think the steel washer idea would still work, myself, but only barely...

That was my initial guess, and I think that's probably it. However, the picture was way worse than I imagined.

I'm thinking a thick washer with a deformed internal flange that will fill the gap (kind of like the one at the back here: mainlandbolt.comwashers.jpgOpen ↗). But, I think it's risky.

Weld and grind?
It's alu. Pretty sure welding would be too difficult.
You would have to heat treat after any welding because the initial heat would anneal the dropout.
Something you could try is filling it in with some heavy duty epoxy ( jbweld.netmarineweld.htmlOpen ↗ ), and then reshape/grind it smooth. Not sure if it would work, but that JIB Weld is some strong stuff... used it many times. -- Slacker

How would someone find a competent machine shop, in Massachussets? I don't think the big bike shops have those skills?

You could try the local yellow pages.
Whatever you do, you will need to find out and fix what's causing this so it doesn't keep happening. My guess is a poor alignment of the dropouts on the frame, perhaps it was assembled improperly or has been bent.

Was this a FS bike? Could he just get a new backend?

Check with Sheldon at Harris Cyclery. I'm sure he'll point you in the right direction.

Same here - I think it's a weld fill, grind and re-heat- treat job myself...
