My doctor has prescribed Proguanil as anti-malaria
medication for an 8 week visit to Peradeniya in Sri
Lanka and told me I should start taking this one day
before I arrive.
However, someone else has told me I have to take Proguanil
and Chloroquine, and start taking it 1 week before.
Who is right?

Neither.
The recommended antimalarial for Sri Lanka is Malarone, a
combination of proguanil and atovaquone. See:
