Today I bought the best rear luggage rack I have ever had. Fitting was a breeze, it has mounts for 2 rear reflectors/lamps, and it is extremely light (aluminium). It has two sets of horizontal rails allowing panniers to fitted/removed easily to the lower rail without interference from a racktop bag fitted to the uppper rail.
The surprising thing was it was Halfords own brand (apparently the design is copied from a German manufacturer but I cannot be certain).

I have one. The doglegs on the rack aren't quite big enough to stop my panniers from flopping on to the rear wheel when they just have a small heavy thing in.
They have a turned up rail bit at the front end that was clashing with the giraffe and the child seat so I had to remove that with a hack saw. Otherwise it is a very good solid rack that is very light and at a good price.
IME if you get a good Halfords then it is a reasonable place to shop. They do have some good kit every so often.
