Use it and shim it with a sliced up section of an aluminum pop can. (I've done this myself, and it works fine). Take a utility knife and cut out a rectangular section approx. 1¼" x 1"h. I insert this piece on the back side of the post into the seat tube flush with the top (or just slightly over) in line with the seatpost clamp.

An alu pop can is WAY too large for a .1mm dia difference. I
use a 31.6 in a 31.7 tube without shimming and I've never
had problems.

Most any place that carries 30.8 will have the same product
in 30.9, usually $19.95 for a 350mm post. (Shops usually
fill the whole rack at once. Or at least their route
salesman will suggest it!)

Maybe it might be OK but why not get the right size?
