trained cyclists can reach 100 to 106% of uphill running VO2max (the rate limiting mechanism in endurance exercise, and is the max amount of oxygen that can be utilised by the body).
it's possible that your run HR will be higher than cycling HR.
i'm not sure that you were jogging slowly enough, to keep your HR down. In other words, if you were joging at just above walking pace then your HR should've dropped. However, i'm unsure of the purpose of your running (i.e., what your goals are). depending on your goals there might be no need to purposefully run so slow that you keep your HR down. Running won't help your cycling (in trained cyclists), as it uses muscles differently, and there's little or no crossover, in adaptations.
Lactate is basically completely dispersed within ~ 1-hr after supramaximal exercise (1-km bike TT, 400-m run). the soreness you feel, is because your muscles are being used differently (as well as different muscles) to that which happens when you cycle.
