Don't know about sutour but you will usually require the specific kind of derrailleur for the job. I believe shimano deore derr. are designed to work both ways and the latest generation XTR 960 and XT 760 derrailleurs work both ways. The rest are pull specific.

There are adapaters that mount on the lower seattube, or one can be improvised several ways.. cyclocrossers use them all the time to make bottom pull road derailers comatible with top pull cabale routing..They are in the QBP catalogue, and some places that specialize in 'cross probably stock them.
