That's a very unusal gear set up. It's pretty hard to find a 14 up block and a 52 or 53 is much more normal that a 54.

It's a twelve year old bike, and it was only average quality when new. And it might conceivably be 52, it's a long time since I counted them and it doesn't seem to be stamped on. But the smallest cog at the back is definitely fourteen - I *can* count that high if I take my shoes off.

Shimano do a 14-25 9 speed cassette, I got one to replace the standard 13-25 as I never spun out on the 13 and I wanted to close up the 17-19 gap on the 13 up block.
