It's much more elegant than that. They're older than 16, so the Bill wouldn't "protect" them anyway.
But the ASBO means that their bikes are now available to be borrowed by their un-helmeted little
siblings, with the resulting fines falling on these four. Of course, the little siblings might want
to get hold of some body armour before big brother comes after them . . .Peter Storey
