My MTB which I think it is (a cheap one) rides OK now but the front wheel is off centre without wobbling. It has rubbed the paint off one side, off a patch on the inside of a fork. The bolting at the base seems to be even, I think it is. It turns like it bolted higher on one side. The forks look even. I need advice. oil27

Loosen it and with the weight of the bike resting on the wheel retighten and check results.

if you loosen as boudreaux suggests and it stays the same, flip the wheel and see if it still rubs on the same side.
if the rub switches to the other side of the fork, the wheel is dished wrong. if it stays on the same side, your fork is out of alignment somehow.
