I still have similar old panniers and I know the bits you mean, but long since used for
other things.
If you really need them, they are not too hard to make from an offcut of aluminium sheet. Drill a
hole at each end of where you'd like the slot, and also drill a hole for the bolt. Drill further
holes along the slot line to nearly meet up. Use a small file to cut between the holes.
I do without those metal bits. I use the "bungie loop" upside down on my panniers. The hook bit goes
over one the plastic rings on the back of the pannier. The loop goes through the lower rings, and
then hooks over the "tail" of the legs of my bike rack. This works well for rapid on-off use when
shopping or rushing from the bike shed to catch a train. To attach to the bike, put the loop on the
rack-tail first, then lift the pannier until the the upper clips drop over the rack.
If the panniers go on the "other bike" which lacks the rack tails, the bungie is looped round a
suitable low part of the rack, the hook goes through the loop, and then up the rear of the pannier.
This isn't so quick for on-off use.
