Well, you can't.
Pretty much all riders can apply their whole weight to a pedal.
And not all people weigh the same.
So that's one difference.
Then riders can also add force to the pedals by pulling themselves down by the bars while pushing down on the pedals.
And not all people are equally strong.
And not all bicycles are equally easy to use the handlebar to brace against.
Some riders use pedals with foot retention systems.
That means a rider can pull up with one leg while pushing down with the other. And pull against the pedals.

Nailed it. Speaking of pedals, I always found it interesting that pedal bolts seem to be the only bolt on a bike which is greased..
