I AM NEW TO THE FORUM AND STILL DON'T KNOW MY WAY AROUND IT YET SO I'M TRYING TO FIND OUT A LILL ABOUT THIS PLACE.
I RIDE LOCALLY (BROOKLYN, MANHATTAN), PROSPECT PARK, BROOKLYN BRIDGE, WILLIAMSBURG BRIDGE, ETC. WHAT WOULD YOU SAY IS THE BEST PLACES TO RIDE AND BEST TIMES?

I don't live in New York. But for experience I can say that the best places to ride in an urban environment are straightforward way roads in good conditions with (obviously) bike lanes and low traffic flow (cars, pedestrian, etc.). Ought to be fairly easy to find in NY, because I presume NY has good cycling infrastructure.

Sounds pretty interesting. I actually have never heard of any bike and cycling races in New York City. I shall investigate!
