Is it the paint OR is it actually the frame?

If your bike store handles Specialized, then have them assess the frame and/or request a replacement ...

Otherwise, find one that does handle Specialized bikes.

BTW. If there are signs of impact, then the warranty probably does not apply regardless of the brand of the frame ...

• with THAT in mind, about a dozen years ago my neighbor received a replacement aluminum MTB frame despite his having apparently crashed into a tree!?! maybe, all the damage was sustained by the front wheel and/or fork so that the actual impact wasn't apparent ... I don't know the details
  

[*]he is currently riding a Specialized S-Works Hardtail which dates to THAT period, so it may-or-may-not have been the immediate predecessor of THAT bike which he crashed
[*]OR, it could have been a different bike from a different company (for some reason, Raleigh comes to mind!?!) ... maybe he sold the "Raleigh" and bought the Specialized bike which he is still riding.

Not sure why you're asking that question when there is no need to. Just go to a Specialized store and see what they can do for you, we can't tell you what they're going to do because we don't know, I've seen this sort of thing go both ways. All really any of us could really say is...good luck, and hope you get a new frame.

Lifetime anymore seems to be defined as the usable life of the product. A 9 year old bike could be considered at the end of its life.
