I think amnesty is a good way to go, but riders should provide information as part of that process. Notice it came with the announcement that the UCI was suspending their independent commission. Let's see how that pans out, too,
Armstrong is presented a lot like Tony Montana from Scarface lately...
I am very convinced that most of the very high end athletes use some sort of illegal or barely legal unhealthy doping. Not just in cycling but in sport generally. In the older days athletes had a life beyond sport and they just competed for fun. I dont think they were even required to have doctor too.
Maybe if they stopped paying them for competing they would stop doping. The events would probably be nicer too
