Hello. I recently picked up a mtb for my girlfriend for super cheap that seems to ride totally fine, especially for what we plan to use it for, just tooling around the neighborhood. It appears to have some surface rust on the rims and the frame's paint is chipping in places. I'd like to restore it so it's easy on the eyes, but in a way that it's not going to break the bank. Do you guys have any suggestions? I can take some pictures if that'd help at all. TIA!

Hey John I can see your the type of guy who spares nothing when it comes to his girl friend. Use a little steel wool and WD40 to remove the rust from the rims. You can save yourself a few more bucks by looking through her nail polish collection and coming up with as close of a match to the frame color as you can.
