I am moving to Malta. Someone local there recently told me Malta is not good for cycling / biking. I found that comment strange given all the biking websites about Malta. Can someone tell me more. Are there places that are not hilly and good for small city type bicycling?

Hills are great for cycling, i'd be more concerned about the quality of the roads and attitudes of the drivers toward cyclist.
