I think we need more info about what kind of frame and wheelset you have in mind. Some small bikes could take 700c or 27" wheels and tires easily.
However, when you say "10 speed", that could mean an older bike with the obsolete 27 inch wheels. Even some large road frames will only fit 700c wheels and an old 27 inch tenspeed's tires will drag on the fork crown and brake bridge in back, especially if the frames are newer.
Some compact frames may be sized for 650a or b wheels and will not accept the current standard 700c.
