I was just wondering if anyone could tell me what the purpose of these attach points /tabs are and if they could possibly be used for disk brakes using the older style smaller equipment.

Correct. It is for mounting a disc brake caliper.
Adapters to use the more commonly available disc calipers are available.

Yep pedestal mount calipers aren't so common any more.
