My rear brake isn't releasing right away like it should after I use it. It sticks for a couple seconds and slowly starts to release. I replaced the cable and housing and still no luck. Any idea what could fix it or what may be wrong?

Not enough spring tension? Sticky pivots? It would help to know what kind of brake it is. It is also possible that, if the pads aren't set correctly (they have to be set pretty badly), the pad can catch on the tire as it pulls away, delaying the motion.

They are Sram Force brakes. Should I put some lube on the pivot joints?

Make sure your cables aren't bent too sharply, if they are, that will keep the center from moving freely within the casing.

Lube wouldn't hurt ...
BUT, unless you've been riding through a lot of rain/mud/etc. then if you need to lube them then you probably need to disassemble them and then clean-and-reassemble them.
QUICK TEST: How does the caliper's action feel when a cable is not attached and you simply squeeze the PADS shut with your hands ... or, better yet, how does the caliper feel-and/or-respond when you just squeeze the barrel adjuster & quick release together with one hand?
