650c frames, anyone still making them?

I know fuji has a 650c but you have to order it at a store. 650c are the wheels not the frame.

A fair number of makers sell bikes with 650c wheels - usually as part of their women's line (if they have a separate women's line). Or, sometimes it is just an option for the smaller/smallest frame size (less than 50 cm)

Is it usually just TT bikes that usually have 650c wheels? My Litespeed Saber is 49cm, and has 650c wheels. This is my first "real" bike, and it's a TT frame, so I am more curious because if I ever want to change over to a road geometry frame if there would be any chance of finding one.

Not at all. Small frames also can have 650c wheels. In fact, a fair number do. Using 650c wheels on a small frame often helps prevent excessive toe overlap (how far forward your shoe's toe is past the front tire). Of course you can always get a custom frame for 650c wheels, too.
