No. It means that in the case of weight machines they are set on maximum; or in the case of free weight exercises, it was either loaded up to its capacity with weights or was loaded up with every compatible weight in the weight room that would fit onto it. For example, the inclined leg lift can take as much as 5 minutes to set up -- which is also why I don't do it very often anymore.

I agree that this is a problem with leg press (I assume that's what you mean. It's possible to move huge amounts of weight because of the mechanical advantage and the low degrees of freedom)
Do squats instead (-; No-one cares that you can do leg presses with a zillion pounds, but doing deep squats with 3x bodyweight would be impressive.
