Replace handlebars

They use a standard MTB 25.4 stem. Take your pick. There are

I measured the diameter of the bars where they enter the stem.  My
calipers show they're about 22mm.

This doesn't seem to be a popular size.

Is anyone familiar with these bars?  They're called "M-Wings Aluminum
LowRize Bar" in the advertisement.  On the bike, the only marking on
them (that I can see) is "Skye".

Is there a terminology problem here? Are you talking about the bar/
stem connection or the stem/steerer? French stems in the old days used
a 22mm ID steerer.

I am mistaken. I didn't measure correctly.

Right where the bar goes into the stem it is 25.4 mm.

This is not an old French-threaded bike, it's a Chinese made
Motobecane 500HT. A bog-standard Al framed, Deore/Altus equipped MTB.
OP is measuring the diameter of most of the bar, which should be 22mm
for MTB stuff. Like Big Jim says, any 25.4 MTB bar will work fine.
