Well, as you know I work at a university, and since universities are part of the Liberal Science Conspiracy, in principle they're on board with the project. However, it turns out that there is some extra red tape, since global genocide has to be vetted and rubber-stamped by an human-subjects-research IRB (Institutional Review Board).

I used to work at a University myself back in the 90's and you're right, there's so much red tape. You even need to fill out a form in triplicate on double-ply toilet paper before you can wipe your ass.
