Pannier Rack Fitting.

approx 2-3 inches higher up on the rear forks?

You want to get the pannier struts to as close to the rear axle as possible.

It isn't desirable, but if you have to use the same bolt holes for pannier
as mudguard struts then make sure the pannier is next to the forks with
the wire for the mudguard on the outside. [head - washer - wire - (washer
-) pannier strut - fork brazing]

Check tightness two or three times in the first month then every so often
as part of routine TLC.

This how I do it - assuming only one braze on:

Turn the bike upside down, remove back wheel. Place a (10 mm) long
bolt through the hole from the inside of the stays therefore pointing
out - then rack, washer, nut - tighten. Then washer, mudguard stay,
washer, lock nut. Remove excess of the bolt with a junior hacksaw and
clean up with a file. Never had one come lose using this method.
