I am installing a SRAM Rival group on my Cannondale Synapse frame. When setting the b screw on the rear derailleur to the recommended 6mm (standard 11-23 cassette) smallest gap I can get btw the cluster and the jockey wheels is about 10mm or more. This is with the b screw at the minimum extent.
Does anyone have any experience with these units and can I expect normal shifting?

yes and yes.......too little clearance makes for noise, a wee bit too large won't mean anything.
