Did they actually run another line, or just enable dialup access? We used to have two phone lines. One was mostly used for computer access. They could both be used for voice, though. After a couple of months of DSL, we discontinued the second phone line. Our ISP has a policy that every DSL customer has dialup. When there is a DSL problem, which is rare, we can dial in.
I have one but I have no idea how to use it. It's with AT&T, so I can use it while traveling if I need to (it's nationwide).
Roadrunner also provides something like 15 hours of dialup a month, or at least they did when I used them. They don't advertise that too well, though.
