I have bike with a chromoly frame which I have used almost everyday for about 14 years. I use it carry my groceries, and so forth. The frame broke around where the back wheel is located. it is the horizonal tube that goes from the downtube to where the backwheel fits. Would it be possible to have it welded? Would the average welder know what to do? I have an old frame from another bike, and if it is not worthwhile welding I will transfer the parts. The bike cost around $350 14 years ago.

I think I would go with taking the parts off and using the other frame, or just getting another frame somewhere, like eBay or a yard sale. Parts are cheep, labor is expensive. I'm sure any welder worth his salt could weld it up for you, but it's likely the cost would be equal to or more than a nice comparable frame of that same era.

Sounds like you broke a dropout. If you have a tang on the dropout it could be rebrazed or rewelded but nost likely the dropout is broken. It would need to be replaced and that's a framebuilder job. Phil Brown
I advise not welding. If the corrosion and use on the frame was such that it broke in one place it may be apt to break in another. Also will there be two clean ends free of rust that can be welded together?

The chainstay. Steel frames often break there, especially if the builder was over-enthusiastic when welding the bottom bracket.

This particular tube flexes a fair bit under pedalling and the steel was probably already overheated when the bike was built. Unless the tube is completely replaced, I'd look for another frame - even secondhand.

Your average welder might not be the best place to start. I'm with Phil. A shop experienced in bicycle frame repair can determine the nature of the problem ( inexpensive bikes are known for frame ends pulling out of the chainstay- a $10-$15 fix - for example) and can effect repairs commensurate with the bike, the rider, the damage, the intended use and rider expectations.
A rusty joint inside a frame? More often than not! No big deal.
