I know I am showing my age (58) but when I was a boy, we all used capes to protect us from the rain, complete with a southwester hat.
They looked like ponchos and not only did they keep you dry, they also kept the bike dry as well.
Why are they not seen now a days.
I have returned to cycling after a 45 yr gap and I cannot find one in any shop at all.

Try an Army Surplus Shop. I used one as a ground sheet for rifle shooting. 🙄
They appear to still be around in the UK - I found online several store selling a "bike poncho", they all appeared to be in England.
I think that you can still find general use capes/ponchos in places that sell back packing gear and you can still find the cheap pocket ones at discount stores and drug stores.
I remember rain capes being popular in the early-mid 1970's.
Their biggest fault was in their ability to act as a sail. I saw a guy blown into the ditch when a gust of side-wind caught him and his rain poncho.
They also tended to collect a puddle of water between your arms if your position and rain cape was positioned just so.
