'tis but a flesh wound and probably of no consequence. I have larger
dents in my down-tube, and they've been there for years ... 😉

Cosmetic, but where it is,, if it folds you will be up close soon enough
for your eye to be kept on it.

Not relevant to your question, but is it a Bob Jackson, or just repainted by
them? I recognised their logo at the top of the seat tube. If you live near
them, they could look at it to put your mind at rest.

It's a circa 91 Orbit. It was repaired by Bob Jackson after a cracked
downtube.

I had a similar dent in a 531 downtube mid shaft and rode with it for
5 years before developing a mysterious click and vague feeling on
bends that turned out to be a spiral fracture from the dent

I have a ding almost exactly in that position and that size. I have some
jeans like that too. I bought the bike second-hand a couple of years ago
with the ding in it. I commute every day and don't worry about it. I
figure I'll get some warning in the unlikely event that further
deformation occurs.

Good position to keep an eye on, I wouldn't worry about it. Unless the
stem is unusually long (/NEVER/ clamp in the threaded section) you'll
break the steerer first :-( !

It is. That is a Nitto Technomic, which is absolutely gigantic; the
minimum insertion mark is well below what can be seen there.
