Shimano component compatability

Out of curiosity, how does a double/triple shifter mech determine that
it should allow 2 (or 3) cable indices? Is it simply based on front
derailleur limit adjustment (i.e. so in a double setup, the shifter
can't 'pull' the cable anymore), or is there some more complex
mechanism? I checked the Shimano website, but the answers aren't
exactly forthcoming...the exploded parts diagram shows very little
difference between the left and right brifter.

If they are 9s or 10s, yes. If they are 8s, no.

On a double, you use the first few clicks, then no more limited by the
outer limit screw. On a triple , you use all the clicks.
